When I attended the Indiana Law Enforcement Academy we were actually told that knife wielders were no-shoot targets. We then went to the range for pop-up targets where we all shot the knife wielders. The policy did not change until the training video 'Surviving the Edged Weapon' was released several years later. The Academy then decided that if you were in the same room the knife wielder should be shot. Having seen many stabbed and slashed people I was always more concerned with a knife than I was a gun.
